Job Overview

The Director of Data Architecture & Engineering is a senior leader responsible for modernizing and leading SCAN’s data ecosystem to support analytics, BI, data operations, and AI across the health plan. This role requires deep architectural rigor, a cloud‑first mindset, a DevSecOps approach, and a keen awareness for the strategic value of data in a healthcare context. The leader will guide the evolution of our platform toward a highly trusted, interoperable, and self‑service‑friendly environment, enabling teams across SCAN to unlock insights and support our mission of keeping seniors healthy and independent.

Responsibilities

• Drive the enterprise data architecture vision and roadmap, ensuring platform design directly supports business, clinical, operational, and regulatory priorities.
• Modernize the cloud data platform, including migration of legacy systems into a scalable Snowflake‑based architecture on Azure, with a focus on security, performance, cost management, and HIPAA/CMS compliance.
• Establish enterprise data modeling standards using Data Vault 2.0, domain‑driven design, and dimensional modeling; lead design and delivery of high‑quality data pipelines with Snowflake, ADF, Databricks, Coalesce, and best practices for orchestration, testing, observability, version control, and deployment automation.
• Implement and steward semantic layers and self‑service frameworks that enable governed access to trusted metrics, curated subject areas, and reusable data products for analytics, clinical, actuarial, and operational teams.
• Provide deep healthcare payer data expertise, shaping solutions across eligibility, claims, quality, UM/CM, contract reporting, network, MedEcon, and regulatory requirements.
• Guide teams to adopt SAFe agile frameworks, supporting PI planning, backlog refinement, dependency management, and iterative delivery while fostering transparency and predictable velocity.
• Embed DevOps and DataOps practices into engineering workflows, including CI/CD pipelines, automated testing, code reviews, infrastructure‑as‑code, pipeline observability, and continuous improvement of deployment speed and stability.
• Provide executive oversight of production data issues, platform reliability, incident response, root‑cause analysis, durable fixes, and continuous improvement of stability, data quality, and system uptime.
• Oversee design, governance, and deployment of enterprise BI tools and reporting platforms, ensuring consistent semantic definitions, scalable data delivery patterns, and reliable access to dashboards, curated data marts, and productionized analytics.
• Lead enterprise data de‑identification, masking, and privacy‑preserving practices, ensuring PHI and PII protections are embedded into platform design, pipeline development, data sharing workflows, and downstream analytics in alignment with HIPAA, CMS, and InfoSec policies.
• Other duties as assigned and support achievement of SCAN’s vision and goals.

Qualifications

• 10+ years in data engineering, data architecture, or analytics platform roles, with 5+ years managing high‑performing technical teams.
• Proven leadership of enterprise‑scale cloud migrations, ideally into Snowflake.
• Hands‑on expertise with Data Vault 2.0 modeling, dimensional modeling, and domain‑driven design.
• Strong experience with Azure (ADF, Data Lake/OneLake, Databricks), Snowflake, CI/CD/DevOps, orchestrators, and metadata/catalog tools such as Collibra.
• Deep understanding of healthcare payer data, CMS regulatory environments, and interoperability frameworks.
• Experience establishing semantic layers and implementing self‑service analytics platforms.
• Working knowledge of SAFe or similar scaled agile frameworks.
• Strong communication skills with the ability to translate technical detail into strategic impact for non‑technical stakeholders.
• Experience with DataOps frameworks and automated testing/observability for data pipelines preferred.
• Exposure to MLOps and ML‑ready architectures preferred.
• Background partnering with actuarial, clinical, care management, network, and operations teams preferred.
• Experience with modern transformation tools such as Coalesce, dbt, or comparable preferred.
• Prior experience in Medicare Advantage, duals, or multi‑line payer environments preferred.
